Community Infrastructure Levy - Project Bidding Survey

The New Forest District Council is accepting bids for projects which could be funded through the Community Infrastructure Levy (CIL) - Local Infrastructure Fund.

Please note the maximum CIL grant that can be made available is £100,000 per project.

This bidding process provides an opportunity for applicants to secure funding for Infrastructure improvements.

The definition of Infrastructure improvement is broad, see suggested examples in Guidance on completing the form.

IMPORTANT

  1. Applications for CIL funds can only be accepted prior to the commencement of any works on a project.
  2. All bids must comply with the key principles in the councils adopted CIL Expenditure Framework - see below.
  3. Please note Parish and Town Councils, in the NFDC area, may only submit bids where evidence is provided to demonstrate their CIL neighbourhood allocation has either been fully spent or formally allocated
  4. If your bid is successful we will require additional information to progress your application.
  5. Payment will only be made on receipt of a valid claim and receipt of a copy of a paid invoice with evidence of a completed project(s) ​or where this is not possible if agreed with the Council in advance, a confirmed Purchase Order Number confirming the order for goods.

How should I submit an application?

You will need to complete the online CIL Application Form to submit a bid for funds from the Community Infrastructure Levy. Applications submitted via email or post will not be accepted.

Before starting the online submission, we strongly recommend:

  1. You can download a blank version of the form from the link above.
  2. Use this document to gather all the information required before starting the online form.
  3. Save a copy of your application, as a personal record of your submission.

NB: Go Vocal does not have an option for you to download a copy of your answers once submitted.

Location data

The online form will ask you to drop a pin on the location of the Project.

We also ask you to upload a scaled map of the proposed project, so have this file ready if possible.

Guidance

Guidance on completing the application form can be found here.

  • You must complete a separate form for each project being submitted.
  • You must provide your name, correspondence address and email address so we can contact you to clarify information on the project if needed
  • Provide as much information as you can
  • Those projects who show the greatest community benefit will receive a higher score.

Infrastructure Guidance

Broad categories:

  • Roads and other transport infrastructure
  • Flood defences
  • Schools and other educational facilities
  • Medical facilities
  • Sporting and recreational facilities
  • Open spaces

Specific examples:

  • Provision of ‘off-site’ open space; new allotments
  • Strategic Green Infrastructure: community garden
  • Provision of leisure and community facilities; improvement to playgrounds, sports changing facilities; sports pavilion improvements; cricket nets; MUGAs
  • Public transport improvements
  • Provision of health facilities; new family centre
  • Provision of waste infrastructure; new town centre public wastebins
  • Provision of climate change/net zero infrastructure; installation of solar panels, EV chargers
  • Provision of library facilities; mobile library
  • Provision of additional pre-school places at existing establishments
  • Provision of primary school places at existing schools
  • Provision of secondary, sixth form and further education places
  • Sustainable transportation; cycle storage/pods at schools
  • Other; Speed indicator devices, Wi-Fi for village halls

Projects will be subject to a detailed assessment to evaluate whether they are suitable to be considered for allocation of funds from the Community Infrastructure Levy. This assessment includes review by local councillors, National Park Authority (projects within this area) and if applicable reviewed by NFDC Health and Wellbeing Partnership Manager.

Once the assessment is completed the results will be published and applicants will be notified.

We received a large number of bids towards local infrastructure projects. These are currently being reviewed ready for approval in October 2026. A short list will be reviewed by Councillors.
